Yes, he can still produce offspring. I had a neighbor with the same situation, their Doctor helped the process with some sort of device?!?!?! Ask the Doctor.

It depends on the nature and extent of the paralysis. In many cases yes, although doing so without assistance may not be possible for practical reasons.
