The soil on a range filter is a combination of grease and dust particles with some other yucky stuff thrown in. If your filter is washable (it will say this on the filter), soak it in Dawn dishwashing liquid and the hottest tap water you can muster for about 15 minutes. Drain the sink, get the tap water hot again and rinse thoroughly. Let dry for at least an hour, then reinstall.
If your filter does not specifically state that it is washable it must be replaced.

Assuming you can remove it.... Fill your sink with hot water. Get a product call "Simple Green". Comes in a gallon bottle at Home Depot. Add this to the water and let the filter soak in it for about an hour. It will be sparkling clean and ready to install.

put hot water in your sink, and add 1/4 cup of washing machine detergent & a hand full of baking soda Laundry detergent is stronger than regular dish washing detergent. The hotter the water the better it'll remove the built up grease.

You can soak it in a degreaser - anything from good dish soap, to 409 or fantastik, or even oxyclean might do it. You might even be able to use oven cleaner - that would definately cut the grease! Or you can simply replace it.
