A neutral solution is a solution that is neutralized. And neutralize means, the H+ ions of acid react with the OH- ions of alkali & are formed into water is called neutralization. (H+) + (OH-) -----> H2O.
A neutral solution has a pH number exactly 7. It also doesn't have any effect on the color of the litmus paper. Example of a neutral solution: water.

A neutral solution is one which is neither acidic nor basic.Pure water is a neutral solution with a pH of 7.pH is just a measure of the acidity of a solution in terms of the activity of hydrogen ions.For example: battery acid has a pH value of 0.5 which is highly acidic whereas bleach has a pH value of 12.5 which is highly basic.Thus pH is just a relative measurement of the hydrogen potential.

Technically, a small amount of self-ionization occurs spontaneously (ie. water molecules combining and splitting into ions), in which: 2 H2O <--> H3O+ & OH- In pure water, as the above equation shows, the H3O+ should be equal in amount to OH- --> in other words, so it will remain electrically neutral in charge. HOWEVER: pure water = a pure substance. solution = a type of mixture. Therefore, pure water is NOT a solution.
