At some level, I think the Dems believe they are helping by providing assistance programs. They fail to see, however, that help comes with a price. It's one thing to bend over and pick something up for a person; it's another to teach them how to get it themselves. The Dems fall short on the "teach a man to fish" theory, and I'm honestly not sure why.
Republicans are falted for their sink or swim tactics, but, in general, this attitude forces people to make a decision. Either they get their butt in gear or they fail. It sounds mean, but it's the only way.

I don't think you fully understand welfare. If you give nothing to the poor, THAT keeps them poor. If you can help them out with paying for their children, medical expenses, and other living costs, hopefully they can work on getting a better job or some training. I'll admit there are a lot that don't use the system like this, but some people are able to dramatically improve their lives because of welfare.
