how can i reopen an account that was closed?

If this is about a Yahoo! account then you need to wait (90 days i think) before you can open an account with the same name as a deleted account.
They do that to prevent other people from impersonating you.

bank account msn ,yahoo if yahoo just set up the same id and see if it will login if msn just go to the set up account page and start over
