Usually plant them in the spring. However some plants that reseed themselves have their seed laying there over the wintertime and they germinate in the spring. Unless you know it's some kind of plant that reseeds itself, like portulaca or alyssum, plant them in the spring.

Depends on your region, soil type, time of year, etc.

Please give us more information. Right now for my part of the US it is too late to plant any annual flowers. I'd need to wait until next spring.
