If You want to know the difference in Video then DVD Video is at 768*576 and VCD at 322*240 or DVD at 3200 kbps and VCD at 1000kbps

If You want to know the difference in capacity then DVDs are available in 4.7GB or 4700MB, 7GB and 17GB while CDs are avaialable only in 700MB

You must have a dvd burner to make a dvd. You can make a VCD on a regular CD burner.

VCD is CD Quality.

DVD is DVD Quality.

Quality is better on a DVD, and has more space.

VCD is Video Compact Disc and has capacity of 700 MB
DVD is Digital Video Disc and has capacity of 4 GB

VCD can extend only upto MPEG1-2-3 and DAT files
DVD can also include DivX, PAL, NTSC and Mp4 Formats

dvd is double layered...(4.7-9.4 Gb)
vcd is uni layered (400 mb- 1gb) usually 700 mb

dvd playback bit rate is higher ensuring better clarity of vision over vcd

i don't know techical but know VCD is ecomnomical in compromise of little bit quality.
