how can someone living outside the U.S. claim and recieve free lotto winings without owning a credit card?

If sone lives out side the U.S. or Canada wins a freelotto game and DOES NOT OWN a credit card, how can they meet the total requirements in order to recieve their winnings?
are they qualified to recieve winnings, and if so how do they do so?
