there asking for a "e-mail certificate"
so they can be sure your who you say your are
google that phrase there lots of places most charge a small fee however

you are not looking for a SSL certificate thats a whole other ball game and cost serrious money!

I never heard of any site that ask for a personal certificate for your computer. If you download a program and open the program you will see before installation, "publisher unknown", and they don't have a valid registration or their registration of their software has expired.

Program like the above are some what a risk to install, unless you are 100% certain that the company is reliable.

Usually companies with "publisher unknown", and no valid registration for the software will have embedded spyware or trojans. Your pc will be infected.

You are probably seeing a warning asking if you trust there certificate. If you really trust them, yes, if not sure, no.

If you really are doing some type of encryption outbound and need a certificate http://verisign.com has them for purchase. I've bought these for servers, but I have never bought one for an individual and the only reason I could see is to encrypt email of some other document. I would think if you were doing anything that advanced you wouldn't be asking this question. This is pretty complicated to set up.
