how can i tell if i am getting all of my bandwidth??

i am on a ground based wireless LAN broadband. i have been having problems with downloads and uploads going slowly.. sometimes when i try to send an email, the thing will sit and think for sometime before it sends..

i am wondering if there is anyway for me to tell if i am getting full service and bandwidth..

You are not guranteed any specific amount of bandwidth. YOur service is "up to". YOu can go to any speed test site and get an idea.
