Talk to your landlord, but I think you should be able to. It really depending on your contract though.

As with many other questions on this site, I recommend you contact an attorney with your question. Very few people on this site are knowledgeable enough to give you accurate usable information in this area. My opinion is that you can withhold paying the rent until the gas problem is taken care of if it is supposed to be furnished as part of the rental agreement. But it is only my opinion and I say again that I think you need to speak with an attorney.

No you cannot
if its part of your monthly rent cost- you have no idea how much is gas costs, so how do you deduct it
contact the landlord to correct it
IF not corrected within 24-48 hours contact your local housing commission

If your gas is "included" in the rent, and there isn't any gas? Yes, you can deduct it from your rent. Otherwise "you" will have to pay for it.

Submit a request to lanlord, in writing, to get it fixed. Depending on your state, a landlord has appx 60 days to make a repair. If it is not done in that time frame, you are able to withhold your rent until it is fixed (find out what the exact law is in your state). You may also contact your local housing authority to make a complaint.

If it's included in rent that mention it to the landlord. If they refuse take it up with a housing organization that works for the welfare of tenents.
