ADDRESSING your additional details:

The symptoms you are describing show that your other drivers for your old video card are conflicting with your new drivers. THIS IS likely the problem.

What you need to do is completely uninstall all video drivers. You may have to use - Add/Remove software and also go into your System settings and completely remove drivers. NO rolling back to anything. Clean slate.

Then get the updated drivers for your video card and install them completely.

See the Support files at EA, additionally you might write them at their Contact Us tab at the top...

There is a diagnostic test that will also point you at your vid card vendor's site where you can look for the latest drivers.
In the black box, pick The Sims 2 - or the version in question

EA also provides system information which you can send to them or your tech advisor. It also lets you know which drivers you need to update: START/Programs/EA Games/The Sims.../EAsy Info

Additionally there is 'dxdiag' which can be run from the START/RUN screen by typing that command in.

Try reinstalling the game, the game might not be recognizing direct x, if direct x comes on the Sims CD install directx from the cd. Most games will have the direct x they require on the CD.

Direct X is an international "language" which enables the computer software to talk to your graphics card and get it to do complex graphics.

It should have come on the disk, alternatively, you can download it from microsoft, though it should have installed as part of windows updating when you connect to the internet.

Direct X is also often given away free on PC magasine coverdisks (check)

Check to make sure the game is compatible with your PC. Maybe it's a faulty game. I would take it back and explain all this to the sales person and ask for a replacement.
