Your language is little confusing but I think I've got the trend.

Start with a galaxy some millions of light-years away from us. Light from all its stars leaves and comes toward us. When we finally see the light, the galaxy has moved farther away than its original location due to the expansion of the universe. So we see where it was but not where it is now.

Also, since it takes millions of years to get to us, the galaxy will have evolved. So we see what it was then but not what it is like now.
