Right now Bush's hidden agenda is to come out of White House without any embarrassment to him. He started to count down his white house life. He nowadays prays not to get any awkwardness to happen in Iraq because of his failure to prove WMD. He just pass on the Iran issue to the next President.

I believe Bush's foreign policy is driven by his religious belief in the end times. This is one of the major reasons why we invaded Iraq: the WMD issue was just an excuse that they used in order to get public support; lots of people in the administration knew that Iraq had no WMDs.
The U.S. has always sided with Israel, but never so unquestioningly or fervently as under Bush. If you look at our foreign policy from the perspective of apocalyptic conflict and with the goal of making the world safe for Israel & fulfilling biblical prophecy, then all the loose pieces suddenly fit together perfectly.

Theres no "hidden agenda." He has limited powers, he has a limited term, etc. He has access to way more information than we do and I bet 90% of it would terrify us.
He has the least envious job in the world.
