Windows 98 doesn't come equipped to play DVD disks - You need to install a DVD drive in the system, then download a DVD player such as PowerDVD or WinDVD to play the DVD - or you can use the good ol' Windows Media Player.
I would suggest going out and buying an XP computer - as it is risky to mess with components inside your computer. And XP comes with everythin you need.

It's not the software actually, i think its the hardware. Your mother needs to have a DVD-ROM installed on to her machine before she is able to read the DVD.
Its also got to do with the scratched and dusty discs. Try cleaning them also it could also do with the dvd-rom lens if she is having. Try using a cd-rom lens cleaner to clean the lens.

She needs the drivers for the DVD player. If it's never been used they may not have been loaded. That's why it needs the Win98 disk.
