No website that I am aware of.
Your sister needs to focus on skills that she has and how they would apply to a relevant (work?) situation. For instance, does she play any sport? If so, this could illustrate that she is a team player or, for an individual sport like tennis, a motivated self-starter. A team captain may also have good leadership skills.
What about projects in school, what type of thing does she enjoy? Classwork, homework or group projects all develop different skills - like learning new information well (employers love this), being an independent and self-sufficient worker, or good interaction with people.
What about out of school, what does she enjoy?
The easiest thing to do is start with a list of things she likes and is good at, no matter how unrelated it may seem to the CV. Then work out how you can demonstrate that these interests have developed relevant skills.
Good luck to her!

I don't think there is a website because there's not much call for CV's for under 16's seen as they can only really babysit or do a paper round.
I suppose, just find a proper CV, but take out work experience and grades and put in skills you have.

If I understand your question right, i.e. you want an idea for a resume for a 10 years old girl, I can give you the following:
- Use a slightly colored paper and even a paper with a faded background.
- Use a cheerful font (Comic Sans) and color (maroon or blue)
- Instead of work experience etc. write about help at work and volunteer work she has done, such as helps mom wash dishes, help distributing pamphlets on Sundays at the church
- The education section should be straight forward
- Any camps she has attended etc.
- Under another section cite, for example, the countries or cities travelled to and interests such as music, horse riding etc

volunteering is often good to have on a cv - it shows which you're keen to renounce some time to help others with no need paid. plus, this is for a good reason. i could definitley advise which you do it! it additionally help to tutor you approximately working existence frequently, time managment, people skills etc. when I did my paintings journey back in year 10, i found it somewhat relaxing. i learnt rather some efficient stuff :)

For my son, I copied my CV (Word Document), took out all the 'work' stuff, added more Interests, Hobbies and Aspirations, inserted a photo....
That should be more than good enough for a year 10.
