For which browser man.. lol
ill tell for IE
go to tools > Internet Option > Content > Content Advisor.. enable and give the settings..
remember.. if any one uses other browser i.e, Firefox, opera, Avant etc.. other than IE will be able to browse the site which your trying to block

Get rid of the Internet.
Actually, a lot of routers have the ability to block URL's. If you don't use a router, your web browser might have that option too.
