If i take the shinkansen to shizuoka, how do i change from the shinkansen shizuoka to JR shimizu?

Change to the JR Tokaido line and it is 3 stops, 11mins, 230 Yen.

(your shinkansen ticket might take you all the way to shimizu, so just show your ticket to the station attendant at Shimizu and he'll tell you whether you have to pay any extra)

Just get off at Shizuoaka and you can get on the train that goes to Shimizu. That means you have to double back a little bit, but it's basically a case of "you can't get there from here" if you get off the Shinkansen at Shin-Fuji. It's also practical to take the bus from Tokyo station to Shimizu.
