In my own experience, they did not grow back and if they did they were very light and small. But be careful when plucking, it sometimes can lead to infected in-grown hairs.

yes plucking breast hair makes it grow back , as for having long hair on your breast you might be going through some hormonal changes so why dont you go and see a doctor about it
