Im not sure what kind of clothing you have in your closet but I have a suggestion. I was in the Castro (San Francisco) for their crazy big haloween party and I saw a guy dressed up as "Captian Obvious". His costume consisted of a blue spandex/speedo bikers suit with a Octagon shaped piece of cloth sewed to the chest of the shirt that read "Captain Obvious". He used a red bed sheet for a cape.

take a t-shirt and put a big letter P on it and paint one of your eyes black and go as a Black-Eyed-Pea

Get a clear large trash bag along with a bunch of small balloons.
Cut holes in the bottom of the bag for your legs along with are holes. Your hear will be out the top and the bag gathered at your neck. Fill the bag up while on you with the blown up balloons and you will be a Bag of Jellybeans.

Last year I bought a bag of small plastic spiders in orange and black and then sewed them all over a black skirt and a top. Very cheap but it look brilliant and I got loads of great comments on my attire. x

If you have ever seen Willy wonka! I recently watched it with my 27 yr old nephew and I got alot of ideas that were really cheap and mostly items you already have at home.
