i have a new computer, xp with no floppy drive, it's hooked to the internet, i want to get some things off my other computer that has a floppy drive, does it need to be hooke to the internet cause when i saved them i was on the internet? is there a way to get them off there without hooking it up to the internet?

No, you do not have to be on the internet to retreive files that you have already downloaded. Once you have downloaded the files they are on the computer not on the internet. You may however use the internet to transfer the files between computers if you like. You can always email the files to yourself and go on the internet with your other computer and download them again. You may also do it without the internet using a CD burner, USB memory stick, or setup a network between the two computers and you can send it that way.

The two computer don't need to be on the internet, they just need to be on the same network.

On the computer that has floppy drive, go to 'My Computer', then right click on the floppy drive. And then click 'Sharing and Security'. And enable sharing of that floppy drive.

You should now be able to access that floppy drive from the other computer.

If that computer cannot connect to your network either it is too far around or don't have ethernet/wireless hardware, then you need to do something else. Like can you burn the data from floppy to a CD and get to the other computer? Or floppy to some USB flash drive? Or just ask your friend/related to help do that?
Once it is in a USB flash drive or CD, probably much easier to move the data to the other computer.

It would be: buy and install a floppy drive for your new computer, copy the files in your old computer to a floppy disk, then put the disk in the new computer and copy them to the hard-drive.
OR
Copy the files you want to a floppy disk, remove the flopy drive from your old computer and install it in your new computer and copy the files on the floppy disk to the hard-drive.
OR, simpler
Using the same Internet connection, connect your old computer to the Internet and E-mail yourself the files you want to copy (as attachments). Now connect the new computer to the Internet and download the files you sent yourself.

If your old computer has a working USB port, then buy a USB Thumb Drive. Even the cheapest one for $10 ($30 if you don't find one on sale) will be 128MB and you can transfer quite a bit of stuff. (That's the equivalent of about 90 diskettes).

No, you don't have to be ON LINE to transfer saved stuff.

If you saved them on your floppy no you dont' have to be on the internet as a copy is now on your floppy disc.

If you dont have a floppy drive for your new puter then it makes it harder to get it to your new puter. I suggest you email them to yourself (attach them to an email) and just open them on your new puter. Then you can proceed to save them to your new puter. Of course then you would have to be on the internet. Hope this helps you.
