What can be done when my social worker drags her feet deliberately about everything concerning my cps case..?!

My kids are currently placed in temp custody with my parents. I have finished all the tasks Cps has asked of me, and the social worker did comment on how well I'm doing, but yet, whenever she needs to return my phone calls, she drags her feet, All but my youngest child has been placed with my parents, the courts left the decison up to the social worker as to when he will join his siblings. I have unsupervised visits, but the social worker is dragging her feet about being specific (I'd like for my kids to spend the weekends, or be able to take them trick or treating) but I don't know if it's okay, and the dss worker drags her feet responding to anything we ask. My youngest got sick as soon as he was put with the foster mom, she claims he is doing fine now, but every court date, and whenever she thinks his time is short and he will be joining his siblings, she claims he gets sick! She is attached to him and doesn't want to let him go, the dss worker sees this and goes along with her!

My kids were not taken for abuse or neglect, and even after it turned up in court that dss did not have enough reason to take my kids, they still kept them.
