Pine cones should be brown, ignore those unless they are the unopened ones.....and that's bad. If all the needles are brown, not any green on the tips, then pine is probably a goner. Pines only grow from buds at the tips. They do not have viable buds against the trunk or along the stem like deciduous trees. You could wait until mid summer to decide.......if the terminal bud is still alive and by some miracle starts it's growth push in late spring.............well, the tree is alive. The problem is trees run on battery power, stored energy. Any new growth would not be enough to replenish the "batteries" for future years. You tree would continue to struggle and probably fall prey to insects which would destroy what little energy that was left. A "bonus" is the insects also carry a fungus on their bodies that plugs the water and food conductive vessels in the tree.....hastening death. The sap may be signs of invading insects now. Beetles bore into the tree in summer, lay eggs under the bark and the hatchinglings eat around inside destroying the food conductive tissue. The tree tries to eliminate them by pushing them out with pitch. Not very successfully. There's also another insect that eats the pitch. Each time the pitch tube starts to harden over, the larvae bites again, opening the pitch tube once again. I really don't hold out much hope for your pine tree, sorry.
