If you are sorry because you truly hurt someone then you do not feel the need to justify your actions.
BUT--If you are sorry because YOU got found out then you are sorry for yourself and you will try to justify your own actions to relieve your concience

Yes, I do. Sometimes I do things that aren't justified. And when I do, I take full responsibility for my actions. I'm not perfect at it, but I do try.
