how do I link someone's else's page?

I have asked this question twice before, but I am still confused how to link others sites to my site. I open up my website then where do I go from there? I open my website by www.mywebsite.com, then what I do to add someone else's site to mine? I use "Edit with Microsoft Office Word"
I would appreciate if someone would tell me and show me graphically. I am very ignorant in this field.

First of all, you'll need some way of updating your page - with FPT or something. I'll assume you have that part covered, because you got your site up and running in the first place.
Second of all, I'm old school. I edit HTML in WordPad ;-)

So, suppose you have this text in your webpage:

bla bla bla COOL WEBSITE bla bla.

And you want the words COOL WEBSITE to work as a link to your friend's website, which happens to be www.address.com
Open your html file in WordPad and change the words COOL WEBSITE into:

COOL WEBSITE

Simple as that.
