NR is kind of a cop out. Companies use it because it makes it look like it "was too bad" for a rating, anything released on DVD could be eligible for NR. Look at any bonus disk to any movie and it will say NR or Bonus material not rated. It just means it's not rated, that's it.

These answers are half true, if a movie is unrated and still in production, it is just that pending rating. If it is released on dvd as NR, it contains footage that had to be cut out for it to be released in theater. or it may just be a directors cut of the movie that was never rated. There is no sure chance of knowing if it will be appropriate for your kids. It usually means that it can be more graphic or more nudity, but I would suggest previewing it before you let them watch it.

Strictly speaking, it means the movie is not rated.

Some theaters will not show, some studios will not release, and some newspapers will not print ads for movies rated "X" or "NC-17". Sometimes "Not Rated", especially on video, is code for "we left in all the good stuff we had to cut out to get an R rating".

Or it could be a made-for-TV movie or an older movie that just never went through the rating system.

Most likely if it's not yet rated (as the announcer always says in the previews) it's not recommended for kids under 13. Usually those movies are somewhere between a PG-13 and an R. The critics couldn't decide on which bracket to put it in.
