A time out: Get a divider for the tank and seperate the aggresser or get it a tank of its own even. Sometimes it does have to be a permanent seperation though, so be prepared for that. Give it a few weeks alone, and then try it again. If its still aggressive, then bannish to its own domain.

"Ground" fish? You mean put them in a time out? No, that is not going to work. Usually fish nip to protect their territory and that is instinct and you won't get rid of it. In some cases you can move the tank decor around and all the fish will need to establish new territories. Sometimes this can help fish co-exist, at least for awhile. Another technique is to move the bully fish to another tank and a few weeks later, after the other fish have established new territories, re-introduce the bully who will now be the new guy. This isn't training, just shaking up the pecking order, really.
Of course, fish can learn. Ever notice that your fish hang out in the corner of the tank they are usually fed in? See them get excited when you walk by the tank? That is learning. they have learned to associate certain locations and the appearance of a person with food. I think I read somewhere where someone trained a fish to swim though a simple maze to get food. They aren't dogs but they certainly can learn.

They can learn, not good behavior V. bad though. That kind of stuff is instinct, but they will learn to recognize people that feed them, the food container, and some of the bigger fish like Oscars can be taught very simple tricks.....very simple. but they would never understand punishment.
