Check your state's sex offender database online (website) if you suspect something. The parent or league coach should have personal references that will answer questions about the person's character and integrity. Perhaps speak to the little league's "commissioner" or ask if they have one, and ask them about a code of conduct. It probably depends on your county and/or state.

They better have. If they don't, I wouldn't put your kids into that program. I work with several youth programs. They all have a background check, and they all have a youth protection policy that every leader is trained on. I know the BSA runs all of their leaders through the FBI database. They also require the leaders to attend a youth protection class every two years.

They don't have a booklet that they hand out as far as I know. But as the parent if there is something you see that you don't like call the coach out on it. It is your kid. All coaches should have a mutal understanding with the parents and the child.

Well, beyond the Penal Code, not really. It is up to each league.
