Cosmo isn't technically a fashion magazine it's a women's magazine although it does discuss fashion it's more a complete women's guide to life with advice on relationships, health, etc.
Fashion mags focus on fashion such as Vogue and Vanity Fair the best of the hard to find magazines are Surface (i strongly recommend Surface), Lucky and W. Below are links to their individual sites so decide for yourself.

I'm not sure if this one qualifies as a fashion magazine cause I'm using the recipes in it
more than anything else.. Chateline as far as I'm concerned it's the best womens magazine!
next best is Red Book! You might prefer Viva
better than Red Book.. it's all a matter of taste
is it not?

in style is good. it's fashion minus all the crazy make up and hair.

vogue
vanity fair
elle

I think cosmo is teh best since it is geared toward american women
