I have goat heads also. First clean up as much as possible, then water the ground so that they will grow again, then whip them out with round up before they turn to seed again(while their still green). That's what I did and I don't have goat heads anymore.

Got to pull them. Be sure to gently lift the seed bearing runners to isolate the mother plant. It is a weedy self defense mechanism to break easily, leaving the runner to continue to grow and produce more sticky seeds. They come out very easilly. Or you could paint each individual plant with Round up -- time consuming. I've been battling the bad bite-yous all summer, but I shall walk bare foot in my yard!!
