I have a 5 speed ceiling fan.
At the lowest speed level the fan is quiet fast.
I would like to reduce this.
How can it be done?

What I mean is even at the lowest speed level the fan is pretty fast and the top speed is the fastest.

Get rid of the old regulator and get a later version of continuously variable speed regulator. These have lesser energy losses as well as better choice of speed slowing down to stop.

The fan is an electric motor. The switch has variable resistances. By selecting a resistance (switch position) you control power that gets to the motor which affects the speed of a fan. Now, if you are looking for performance curves for the amound of air moved at different pwer settings, we'll have to call in an expert on fluid mechanics or HVAC.

Don't meddle with the fan blades by twisting.You may end up with a fan producing noise rather than throwing air.
Replace with a electronic regulator as suggested by Ash V

Hey if your fan blades are made out of metal sheet! here is the answer
make sure the power supply is off or unplugged
Hold the central part in one hand and twist each blade towards ground
make sure to twist all the three or four blades in the same angle or avoid any vobing, you can keep twisting for the required speed
I have done this at home and many of my friends/relatives place and which works great.
Do not play with electric power, make sure to switch off or unplug before doing any work

U might have been connected wrongly i.e 5 means slow 1 means fast. For this u can chage ur regulator

Put in a reostat,you know the little round thingy on the wall that dims your lights.It'll also work on the fan.

check ur regulator and condensor and change the same having problem to reduce ur fan's speed

I suggest you should not be playing around with household electrical equipment, fans are dangerous and so is electricity to non electricians
