There's that silly Paint.NET program. It's free. Or GIMP I suppose, although I wouldn't really consider either on the same level as Paint Shop Pro.

There is no free lunch.

You can get a trial version of Paint Shop Pro, but it is a great program and definitely not free. I received a trial version with my new PC, tried it, and ended up buying it at the end of the trial period for $29. I don't know what the newer version would cost but my PSP8 is more than enough for me.

Go for GIMP or Adobe photoshop CS2

You can also try inkscape [http://www.inkscape.org/]. Its more like adobe illustrator though
