I can't say why your boss is blaming you or if he is actually blaming you.
I can however say that perhaps he's not letting you resign because he needs staff an seing as he fired another staff member he doesn't want to lose you as well.
He could be pretending to blame you in order to make you feel so guilty you stay in the end?
Why did you resign? if you want your resignation to be permanent and you have other work or means of survival (ie if you don't need that job anymore), just don't turn up to work! You've done your bit I assume and handed in your notice - I think you'll be okay if you don't turn up.

You haven't given enough information to say whether you have any bearing on her being fired.
If you gave as the reason for your resignation something to do with this girl, then your report had a bearing on her being fired.
But your boss is the one who assessed the situation and who made the decision. So ultimately he bears the responsibility.
What responsibility you bear would depend on what you said, and what attitude you demonstrated as you said it, and whether or not everything you said was both true and yet not inflammatory.

You look to be quite conscious about what others are thinking about you. You may chose not to bother too much about it. It does not mean that you don't care others. You may decide to insist for your releiving after resignation. Wish you good luck
