i think it is because there is a sense of fear of rejection. if you show your feelings for someone by touching them, they will learn of your feelings and then have the option of responding in kind, or responding badly, depending on how they feel about you.

You don't know if the other person likes being touched; are afraid of how they might react; or think it's better to wait for them to touch you first.
