Fill the bowl with hot water and place the large mug in the water keeping it upright.

The heat will expand the larger mug, releasing the smaller one.

This is most likely how it became stuck fast in the first place.

If possible...

Fill the inner mug with iced water, and immerse the outer one in hot water without letting the water flow inside the mug, then tap either mug ever so gently with a wooden spoon. The cold inner mug should shrink ever so slightly, the outer mug will become marginaly larger and the spoon tapping will not only sound rather nice nice, but act to loosen the two mugs.

Easy! Put your washing machine on the spin cycle, hold the bottom of the mug against the machine. The vibrations will separate the two mugs in no timeat all.

Just pour detergent liquid (washing up liquid) between the mugs and run cold water. Gently turn the mug and they should separate.

Place the bottom mug/cup in hot water (as hot as you dare!) this will expand the bottom mug and the top one shouldn wiggle out!

They come out the same way they went in.

Expand the outside with hot water, contract the inside cup with ice cubes. Push - turn. Viola.........! It does not take too much pressure. However, wear gloves just in case they break on you.

Try putting ice cold water in the inside cup, then
immerse the bottom cup in hot boiling water
.
They should come apart.

Most people try prying them apart and this will result in breakage.

Stand the bottom one in hot water and put ice cubes in the top one, leave a minute, and then wriggle them gently apart.

Place in fairly hot soapy water. The differential expandsion and the lubrication will allow you to seperate them.
