Since this looks like it is for school, whatever it is you write, keep it positive and don't make any promises that you won't be able to keep. Be honest, play off of your popularity that you might have with your friends already. Start out by noting why you like your school, and what you want to accomplish. Build on that, and go from there. Use some of the history of your community, and tie in how your school has helped to make your community a better place to live, and that you want to help to continue that legacy.

Write about the positives of what you plan to do, and follow up by telling of positive things you've already done.

Don't ever mention your opponents by name. Every time you say their name, it's like a free advertisement for them. Don't ever give them that mileage.

Hmmm...let's see:

(1) I won't be a sexual predator
(2) I won't start pre-emptive wars to prevent wars over false reasons
(3) I won't ignore the Constitution
(4) I won't surround myself with old chickenhawks

That's just for starters, but it'll get you off on the right foot :-)
