To start with, your question is very vague, I will work on the question the premise that you meant "good idea to transfer money to foreign people" the transferring of money depends largely on who you're transferring to and why. There are loads of scams going on these days and I think you wanna be careful who your money is sent to and where it is sent. There are many high risk countries where money transferred bi individuals are deemed suspicious by security operatives.
