I dont know about the origin but every three years , major political leaders and financial decision makers in African cities gather at this summit. it is usually a very useful forum to identify and discuss the needs of urban communities in Africa.

Its aim is to
Improve governance and local democracy
Reinforce the capacities of Local government
Promote decentralisation
Sustain local development
And try and strengthen African Municipallities

This years' summit was in Kenya and the theme was "Building Local Coalitions for the implementation of the Millenium Development Goals in African Local Governments"
