1. identify the cause - is it permanent? or it just happend, due to heavy rainfalls?
2. correct it - improve hydroisolation in the basement. Might take some effort (time and money) but it's worth while.
A friend of mine built his house. Everything fine. After 1 year, a small spring was formed UNDER his house... Instead of fighting it, he used it! He captured the spring (by digging a larger hole, putting a container in it). The water is pumped outside regularly, in a larger tank, for gardening purposes! Voila! Free water for your garden.
If you're not THAT lucky :), then drain out the water with a pump - far away from the house (so it doesn't get back in, by infiltration) and try figure out a solution to prevent further floods...
If you are not a "bricoleur" (well, handy-man) then a plummer might be a good idea. Or maybe a neighbour can help...

Can't tell if you need a plumber, do you have water or sewage in your basement. I would say the first thing you should do is get a sump pump to pump out the water. Then use a wet dry vacuum to finish drying it out. Then you need to figure out where the water came from, either a leak in the plumbing (that could be repaired by a plumber) or from water outside your house leaking into your basement. When you find out, post another question to get suggestions for the fix.

Rent a Waste Pump- for the bulk of it, then use a shop vac, to clean up- A Waste pump will lift it out a Window. Be very careful down there with any Electrical devices- You are a ground wading in that water.

get a pump too pump it out then get a de-humidifyor in there ASAP or mold will grow, run it constantly. what we did was get a wet vac and start vaccumming it up, it works great. iIt depends on how much you have. yes call a plumber or someone to findout what is causing it. pipes, leaking from outside rain etc.

no need for a plumber, you can use a Water Motor pump to get rid of water from basement.
