Laughing is easier -
There are few situations where you have to try not to laugh, but plenty when you have to make sure you don't cry, though you get the flip side of that which is it's easier to just cry than pretend to be happy.
However I'd still say laughing wins - it lifts you up and everything becomes easier.

Since crying is easier, maybe it's a good argument to always laugh at others' pain, since that would be much more difficult.

It only takes one muscle to laugh in the face but takes them all to frown.

laughter..........Laughter is used as a signal for being part of a group — it signals acceptance and positive interactions. Laughter is sometimes contagious and the laughter of one person can itself provoke laughter from others.
The world would be a happier place!
