Only if you get rid of your goldfish first. Try adding a couple of cory cats instead http://www.liveaquaria.com/product/scateg.cfm?pCatId=1161 .

If you are talking about tropical fish yes you can . I have never ran a heater on my tank for the last four years and never had a problem with my fish dying on me cause of cold water. My temp pretty much stays the same the house does. When I do a water change I just watch the thermator that I have on the outside just make sure I stay within the boundries they are use to .
Now mixing fish. Before you do that I would call a fish store and see what they say . Goldfish are creatures that can get very big and will eat smaller fish for a snack. I have really never liked goldfish because they are a dirtier fish .
I have all platies in my tank. And I have to watch what I get because the platies will eat the fins off other fish so I just stick with platies and I have a wide range of colors in my tank.
If you like you can go to walmart and buy a 10 gallon tank they are pretty reasonable on tanks cheaper then a fish store and get you some tetras to put in , but never n ever buy your fish at walmart. They do not take good care of them and they have always caused me problems in my tank from diseses to my other fish.
Good Luck

With tropicals you do need a heater! And I deffinetly would not put neons in with Goldies, anything smaller is going to make a nice tasty snack for them as goldfish are omniverouse.
The second reason not to mix a tank is that different species of fish have different needs just like us humans: medications, water quality and filtration set ups are much different. While Goldies require a high ph, and lots of room, Tetra's require the opposite, lower ph, warmer water, and they can't take the same types of medications in regards to other species.
Research at the Fish boards for type, needs and compatibility is the best advice I can give! :)

The problem won't be the temperature of the water, but the goldfish. Goldfish are dirty fish, they secrete a lot of stuff that will kill the neons and other fresh water fish. The best thing you can do is not add other fish to a gold fish tank unless you have 50 gallons or more space and tons of filtration.

you are going to need to buy a heater but, then your going to have to buy a new tank for the goldfish sense the goldfish is a cold water fish and tetras are warm water fish you see what I'm saying. Besides goldfish poop alot so that would make the water really dirty for the tetras.

No. Neons are tropical fish from warm climates. They need heated water. Heaters are very cheap, you can get one for less than £10 on ebay. Buy a heater and THEN get your neons.

as long as the temperature doesn't get below 0 degrees celsius outside.
I keep a lot of different tropical fish and have not used a heater for about 5 years now. The inside temperature of your house should be a lot warmer than outside, as long as your aquarium is big enough not to have sudden water temperature changes, you should be ok.

no, you cannot. tropical fish need warm water. Some common tropical fish that CAN survive in a cold water tank with goldfish are:
* zebra danios and albino danios (i keep them in a cold aquarium with my axolotls as a food source)
* siamese fighting fish (but only ONE of them)
* sucking catfish (good for cleaning up algae)
* weather loach (good for cleaning up gravel)
