Clearly your view of your qualifications and potential employers view of your qualification are different. Cut your expectations and start from the mailroom/hot dog stand if necessary.
I.T. people are a dime a dozen, you need to retrain and lose the ego. I'm just telling it how it is; with 6000 data points you should have realized that by now.
Try this: rewrite your resume to include your undergrad degree (if applicable) -- no grad degrees, and the phrases "flexible hours" and "hard worker". If you'd like to include something like typing speed or "familar with Microsoft products" go for it. Nothing else. Find an entry level position and establish yourself as a good worker, even if the work is below you.

Have you tried asking your local unemployment office if they can offer you skills training I'm sure they can accomodate you, if not, they should have referrals. A lot depends on what you're looking for, what you're prepared to do. After such a long time out of work, you will find it extremely hard to get back in regardless of qualifications, and most of all, your confidence wanes so much that this will show in any interview that you attend. Your best avenue is a training course, this will get you up to speck, and pick up your confidence. Good luck.

I am really sorry to hear that you have been unemployed for so long. I think it may be a good idea for you to accept a job in any field, irrelevant of wages, this will hopefully rebuild your confidence in yourself. It's good to hear that you are doing voluntary work, at least this gets you out and about. Please don't give up on yourself, incidentally have you thought of re-training in something totally different from I.T ? Often a change is good. I wish you all the best.

Go out on your own and try to pick up some contract programming. Start with the temp/placement companies. I get calls all the time, at least once a week from such places looking for someone to do short term 3 - 6 month work.

If you have qualifications and experience, then the thin stopping you from getting a job is probably your interview technique. Try asking someone to do a mock interview for you, or get feedback from unsuccessful interviews to see where you are going wrong. If you don't make it as far as interview, look at your CV. Is it readable? How does it make you sound? Maybe get a professional CV writer to go over it for you. Don't give up though, you obviously have a lot to offer society. Good luck. xxx

I don't see why someone could be unemployed so long.
I understand if it's incredibly difficult to get into certain fields however in the meantime there's shop/bar work, temping, office staff etc.
