No, i would not say that not all men are created equal.
I firmly believe that all of mankind is created equal at birth.
Circumstances define who these men and women will be.
As a result of upbringing, wealth, status, religion, political view, moral point of view.... these all affect how the individual will turn out.
However, this is not the case for people born with disabilities. They are not exactly created equally considering some of us are born with a healthy mental state and some of us are born with various mental disorders.
So let me simplify my overanalyzing...
All people are created in equal if they are born without a mental disorder. But there are various factors that determine who they will become in the future. Basically, they're born equal but that all changes with parents, family members, friends, experiences, schooling, ect ect ect.
All mentally disabled people are created equal if they suffer from the same mental disorder....
Man, it's all relative.

At the point of creation we are all equal, but as we grow the equality changes somehow, depending on your upbringing, behaviour, etc. I do not consider myself equal to a man who has raped or murdered. Do you?

Essentially they are, but it becomes quite apparent that there are HUGE differences in each specimen the closer you look
