If you are in Western Australia it hasn't been growing because its been dormant for winter. In spring start a watering program, grass loves water, and is a gross feeder (loves to be fertilized). If it is spring where you are apply a special lawn fertilizer such as Shirleys No17 or Osmocote slow release lawn fertilizer. I wouldn't lime unless you have tested the PH. (You can buy a cheap test from most garden centres). If you lime and the soil is already alkaline you will be making thing worse.

When you mow don't "scalp" you lawn this will expose roots and encourage lawn die back. A longer grass blade encourages the grass to have deeper roots. (Essential if you are in a hot area).

Hope this works for you.

Try to push a screwdriver in it when it's dry. If it's very hard to push it in you may need to do a core aeration. You should be able to push it in about 4-5". The aeration will losen the soil to make it easier for water and air to get into the soil.

At the same time put down an application of lime if one hasn't been applied in the past few years. If you're not sure put some down.

Finally in another 2-3 wks. put down a fall fertilizer. Fall fertilizers help the grass to develop a good root system. In the spring fertilize again. I would use some 4-step fert. program next year and see if the lawn doesn't look much better.

If you need to overseed some bare areas do it when you put down the fall fertilizer.

Need more data, like, where or in what country do you live. What sources and resources do you have available to you? What kind of soil are we dealing with sandy, clay, or good soil. Is your soil acidic or neutral. What kind of fertilizers you need (suggestion, use only organic fertilizers)?? Do you see what I'm asking? Good Luck
