According to Batgirl's story Post-Crisis, she had photographic memory, which made her some kind of genius, so, she ended academic life at a very young age. I think she might have been 19-20 or so when she started her career as Batgirl. Still, I seem to recall she was running for Office of some kind...

You have to remember than in the animated TV show, she is probably shown younger than she actually was shown to be when she was introduced back in 1967 or so. Animated women apprear impossibly slender and their complexions are perfect, and gravity has no effect on certain portions of their anatomy, so that they appear younger even if they are supposed to be older. Sorry.
