I have that happen all the time on our ranch. Since after using what was in them in the first place like grease or paint we clean them out and save them. They are always stuck together. Best way I've found is a short blast of air in between the two. They seperate quite easily then. If you don't have access to an air hose from a compressor them maybe a blast of water would work. Never tried that though good luck.

Pour warm/hot water over them. This will cause the air/moisture in the second pail to expand and help you to seperate them.

hold the top pail by the rim and tap the bottom rim against a hard surface, while holding it at an angle it may be just enough to knock some air between the two

fill the top with cold water so it contracts and dip the bottom bucket/pail in a sink filled with hot/warm water so it expands.

Pour some hot or boiling water over them. This should soften them up and make them easier to pull apart.
