This is for a family who is trying to migrate to Canada and who does not have any clue where they should start life? They are a conservertive family with two teenaged children.

Toronto for culture, Calgary for jobs.
Toronto is bigger, Calgary's prettier.
Calgary is more "conservative" by Canadian standards, but maybe not by your country's standards.
Either way, you're not in Montreal, so what's the point?
