When I cover up the light sensor there is power to the socket, but the bulb does not work (I even tried a new bulb. So what is going on, if their is some power, does is need more power, is their another componet like a ballast or transformer that may have failed. Would I be better off to just replace the whole fixture, and if so, with what would you recommend.

Put a standard 75watt light bulb in the fixture. If that lights up, you need a new ignitor (capacitor) - if it doesn't light up, you need a new ballast.

Before purchasing ANY parts for the fixture, look into a new fixture at Home Depot or Lowe's - check the rpicing out at least.

It takes a sodium lamp about five minutes to illuminate. Turn it on and wait patiently, you'll be rewarded.
