In an international casting, the language skill affects a person's acting ability, unfortunately. For example, the Japanese movie "Memoirs of a Geisha" had Chinese actresses in it, but it was done in English. This severely affected acting of Ziyi Zhang and Gong Li, which are usually flawless.

Another example could be Jackie Chan. Because of his poor English, he's doomed to only play Hollywood comedies, because no serious director will ever cast him in a dramatic role.

An international starcast can enrichen a film, language by no means is a barrier to good acting. In a whole lot of Indian movies we have had actresses from the South who reigned Bollywood for decades, not knowing a word of Hindi they took the binge!!!
The same goes for international films. The rest of course depends on the director how he can get the best out of his actors.

The cast is only one part of the quality of the movies. It will make some scenes more realistic. Example if you go into an Italian restaurant and find out before you eat the food that the cook is Chinese. Hey, the food may be great but initially you will feel a little funny.

Doesn't really make a difference. But considering the dubbing version,it might just affect the rythm between the dialogues and actions.
Except that foriegn films are a treat to watch.
