I don't understand. Have you been accused of committing fraud? Civil or criminal? Are you accusing an IRS employee of trying to defraud you (for instance by soliciting a bribe)? Are you just p*ssed off because they took your pay for back taxes? Please elaborate. If they are doing something wrong, people on this page will try to help.
